The Registered Office of the Community of Evaluators – South Asia is in Delhi (268, Anarkali Complex, Jhandewalan Extension, New Delhi – 110 055).

The Secretariat of Community of Evaluators is currently located in Sri Lanka. It is hosted by one of its Institutional Members in Sri Lanka, the Institute for Participatory Interaction in Development (IPID).

Dr. Sushila Chatterjee Nepal

Sushila Chatterjee Nepal, Ph.D., professionally is a forester but have an extensive knowledge in the field of community development and policy formation in the sector of NRM and GESI. She has contributed more 30 years working as community development specialist in natural resource and biodiversity conservation, conducting research and evaluation in the field of health, gender issues. She has been actively involved in monitoring and evaluation since 1998 and became an active member of COE Nepal since 2015. She has so far worked as a consultant for the past 19 years as a monitoring and evaluation team leader, facilitating management effectiveness evaluation of Protected Areas, supporting local level government to prepare climate change resilient plans, adopt SDG with nature for all solutions and develop plans and management information systems for WWF and government agencies. Her contribution in conservation and community development has been felicitated by 2002 WWF US Women in Conservation Award and 2021 Salwa Harb Award by WI HER International US.

Mr. Amil Epa

Amil Epa, a national of Sri Lanka, currently serves as the Chief Executive Officer of the Institute for
Participatory Interaction in Development (IPID), Sri Lanka. This organization was established to promote participatory methodologies in development. Under his leadership, IPID has been actively involved in various initiatives aimed at enhancing community engagement, capacity building, and sustainable development practices across Sri Lanka.

Amil’s academic background laid a strong foundation for his career in development and management. He completed his undergraduate education with a B.Sc. in Agriculture from the Faculty of Agriculture, University of Peradeniya, in 2005. He then pursued further specialization, obtaining his Master’s degree in Organizational Management from the Postgraduate Institute of Agriculture, University of Peradeniya, in 2010.

With over 15 years of professional experience, Amil has specialized in the fields of evaluation, research, social assessments, and project management. In recent years, Amil Epa has collaborated extensively with international organizations such as UNICEF, the World Food Programme (WFP), the Food and Agriculture Organization (FAO), and the United Nations Population Fund (UNFPA) in Sri Lanka. He has played a key role in conducting surveys, and research studies, and in monitoring and evaluating emergency response programs, particularly those aimed at addressing the impacts of food security challenges.

Amil’s professional affiliations further demonstrate his commitment to the field of evaluation and
development. He is an active member of the Sri Lanka Evaluation Association (SLEvA), where he served as Joint Secretary from 2017 to 2021. During this time, he contributed to the strengthening of evaluation practices and the professional development of evaluators in the country. Currently, he serves as a Board Member of the Asia Pacific Evaluation Association (APEA).

Before his tenure at IPID, Amil held the position of National Level Project Manager at the ICT Agency of
Sri Lanka (ICTA), the leading institution responsible for the implementation of information and
communication technology initiatives within the government of Sri Lanka.

Mr. Binoy Kumar Deb Nath

Binoy Kumar Deb Nath, have around 20 years of extensive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), especially in Education, Health, Child poverty, Disaster management, WASH, Maternal Neonatal Child Health & Nutrition (MNCHN), Child Protection, Child Rights and Governance, Adolescent development, Early Years Development, etc. He has working experience in donor-funded programs in a diverse set of international organizations such as, Save the Children International, Save the Children US, CARE Bangladesh, WaterAid, UNICEF, US Peace Corps, etc. Currently, he is working as a Global Sponsorship MEAL Advisor at Save the Children International based in Dhaka, Bangladesh.

Binoy completed his MSc. in Water Resources Management from Leauphana University of Luneburg, Germany. He completed another Master in Governance and Development Studies from Jahangirnagar University, Bangladesh; and Bachelor of Urban and Rural Planning (BURP) from Khulna University, Bangladesh.

Binoy has hands-on expertise in developing MEAL/Results/Logical Frameworks, setting up M&E, Accountability and Learning systems, Data analysis, and Capacity building of a wide range of staff in the areas of MEAL and Research. My technical prowess includes advanced database management and data analysis using SPSS, STATA, and Excel, as well as developing GIS information systems for mapping and analysis. He carries a demonstrative track record in designing and implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, along with Complaint Feedback Mechanisms (CFM) and Management Information Systems (MIS).
